Stephen Savell Partner, Development & Innovation

Stephen leads Windmill’s project delivery team. He is responsible for successfully delivering all development projects from planning approval, through the integrated design process to construction completion.

Stephen has over 20 years’ experience in development, design and construction. He has delivered a host of technically challenging development and construction projects across Canada and the Eastern United States in both the residential and commercial sectors.

Before joining Windmill, Stephen served as Chief Operating Officer and Vice President of Development at ReArch Company, a leading construction, development and property management firm operating in Vermont and New Hampshire. There, he was responsible for fostering growth across all the business entities, maintaining client relationships and managing the leasing of all development properties. Stephen helped triple the size of the company, while maintaining quality standards and client satisfaction and providing strategic insight into internal decision making.

Stephen began his career as a Project Manager at Fuss & O’Neill Design/Build Services in Connecticut. There he successfully took multiple design-build projects from conceptual design through to completion.

Stephen is a past member of the board of the Vermont Green Building Network. For his municipality, he has served on several committees, including planning & zoning and energy conservation.

Stephen graduated magna cum laude from New York’s Rensselaer Polytechnic Institute with a Bachelor of Science in Environmental Engineering.
